Size of jacuzzi or hot tub is usually measured in the same way it is described. For example, if you were going to purchase a hot tub, you will consider how many people may fit at a single time, i.e., 4-person, 5-person, 6-person and so on...
Other considerations will include the disconnection of the water supply and electrical. Safety is a priority!
